According to the official Wechat Public Number of the Ministry of Industry and Information Technology, the Ministry of Industry and Information Technology held a national teleconference on industrial energy conservation supervision on January 10. Xin Guobin, a member of the Party Group and Vice Minister of the Ministry of Industry and Information Technology, pointed out that the energy consumption of industrial added value per unit of Enterprises above the scale is expected to decrease by 15.6% in 2016-2019, and the target of industrial energy-saving progress in the 13th Five-Year Plan (2016-2020) will be achieved.
Xin Guobin said that since 2016, nearly 20000 energy-saving supervision teams have been fully mobilized nationwide, and more than 20000 high-energy-consuming enterprises have been monitored, and 19 industries have been fully covered by energy-saving supervision, including iron and steel, ferroalloy in metallurgy industry, copper, aluminum, lead, zinc, magnesium and polysilicon in nonferrous metal industry, cement, plate glass and ceramics in building material industry, ethylene, synthetic ammonia, urea, calcium carbide, coking, caustic soda and phosphorus chemical industry in petrochemical industry and paper making industry. In order to continuously enhance the ability of energy conservation supervision, we have published the textbook Industrial Energy Conservation Supervision, compiled 12 key industries' energy conservation supervision norms, held 25 training courses on energy conservation supervision, and trained 5900 people, so as to achieve the five unification of supervision basis, methods, procedures, standards, results processing and law enforcement documents.
Xin Guobin pointed out that energy-saving supervision has effectively promoted market equity, accelerated the popularization and application of high-efficiency energy-saving technologies, equipment, processes and products, and promoted energy conservation and consumption reduction in industrial enterprises. From 2016 to 2019, the energy consumption per unit of industrial added value of Enterprises above the scale is expected to decrease by 15.6%, and the target of industrial energy conservation progress in the 13th Five-Year Plan will be achieved.
Xin Guobin stressed that 2020 is the year of building a well-off society in an all-round way and the closing of the 13th Five-Year Plan. The whole system should stand on the overall situation of promoting the high-quality development of industrial economy, take more powerful measures and do a solid job of industrial energy-saving supervision in 2020 with a sense of urgency, firm confidence and courage. Firstly, we should raise our ideological awareness and implement supervision. The second is to strengthen supervision and inspection to ensure the effectiveness of supervision. Thirdly, we should strengthen team building and improve the supervision system. Fourthly, we should innovate our work ideas and expand the effectiveness of supervision.
Xin Guobin requests that the whole system should adhere to the new development concept, promote high-quality industrial development, take supply-side structural reform as the main line, base itself on the overall situation of manufacturing power and ecological civilization construction, and focus on solving the problem of insufficient imbalance of industrial green development, promote the development of green industry, fight hard for pollution prevention and controlling in industry and telecommunications, strengthen green manufacturing industry, increase the supply of green products, constantly strengthen energy-saving supervision and diagnosis, reduce resource and energy consumption, improve laws, regulations and policies, and ensure the completion of various tasks.
